Your picture clearly shows that this rock chip is down to the frame. My experience with car finishes is extensive but no amount of buffing is going to repair this scratch to your satisfaction. My professional advice is that you are going to need a repaint.
For what it’s worth your rock chip is the largest I have seen to date! :D
